Timing:  We bought at the six month high.
Reason:  We want more exposure to the financial sector. Citigroup's price has been very low since the financial crisis of 2008. We believe the company will survive. As the price rises above $5, we believe additional institutional investors will buy the stock, helping to stabilize prices. The government is still holding its stake, suggesting it expects Citigroup to perform. The recent problems at Goldman Sachs may present a opportunity for Citi to gain new clients.

Reason:  The stock has declined significantly since we purchased it. We do not see a lot of upside potential, and we need to free up some cash prior to the annual rebalancing in a week.
